Egypt tense before rallies, American among dead

CAIRO/ALEXANDRIA (Reuters) - After violence in Egypt that killed three people including an American student, cities were quiet as protesters prepared for rallies on Sunday they hope can unseat the Islamist president.

The army was on alert across the country and warned it would step in if deadlocked politicians lost control of the streets.

Several offices of President Mohamed Mursi's Muslim Brotherhood were attacked on Friday, including one in Alexandria where two men died, including a 21-year-old American man. In Port Said on the Suez Canal, an explosion during an anti-Mursi protest killed another man, police said.

The United States, which has called for compromise, is evacuating non-essential diplomatic staff and warning citizens to avoid Egypt. A source at Cairo airport said dozens of U.S. personnel and their families left for Germany on Saturday.

In Cairo, a few hundred activists from rival factions were camping out in separate places. Islamist supporters were still outside a suburban mosque where they had gathered in the many thousands on Friday to vent anger and fear over a return of army-backed rule. Some speakers also urged reconciliation.

On Tahrir Square, seat of the uprising of early 2011, flags and tents formed a base camp for protesters. They hoped for millions on the streets under slogans accusing Mursi and the Brotherhood of hijacking the revolution against Hosni Mubarak to entrench their own rule. A rally was also planned outside the presidential palace, where some had already taken up position.

With short supplies of fuel adding to long-standing economic woes, many said they would turn out on Sunday, when Mursi marks his first year in office as Egypt's first ever freely elected leader, to demand a new president who can bring them prosperity.

Liberal opposition leaders dismissed a offer of cooperation from Mursi this week as too little too late. The Brotherhood, which says at least five of its supporters have been killed in days of street fighting, accuses liberals of allying with those loyal to Mubarak to mount a coup against the electoral process.

The opposition says the Brotherhood are trying to monopolize power, Islamise a diverse society and throttle dissent. They cite as evidence Mursi's broadsides against critical media and legal proceedings launched against journalists and satirists.

"CIVIL WAR"

Egypt's leading religious authority warned of the risk of "civil war" after violence in the past week that left several dead and hundreds injured. The clerics backed Mursi's offer to talk to opposition groups before Sunday's protests.

The United Nations, European Union and United States have appealed for restraint and urged Egypt's deadlocked political leaders to step back from a confrontation threatening the new democracy that emerged from the Arab Spring.

Medical and security officials in Alexandria, Egypt's second city, said the young American was fatally stabbed as he filmed events at the Brotherhood office in the Mediterranean port during an attack by anti-Mursi protesters, who eventually ransacked the building and set a fire, causing extensive damage.

Kenyon College in Ohio named him as one of its students, Andrew Pochter, from Chevy Chase, Maryland. He was working as a intern in the city at AMIDEAST, a U.S. organization which provides teaching and other services in the Middle East.

A Facebook post apparently from his family said Pochter was teaching English to 7- and 8-year-olds and improving his Arabic:

"He went to Egypt because he cared profoundly about the Middle East, and he planned to live and work there in the pursuit of peace and understanding," the post read.

"As we understand it, he was witnessing the protest as a bystander and was stabbed by a protester."

An Egyptian man was shot dead in the same area and officials said dozens of people were wounded, many by shotgun pellets.

It is hard to gauge how many may turn out on Sunday, but even those sympathetic to Islamic ideas are frustrated by the economic slump and many blame the government.

Previous protest movements since the fall of Mubarak have failed to gather momentum, however, among a population anxious for stability and fearful of further economic hardship.

Generals, who heeded mass protests in early 2011 to push Mubarak aside, have warned they will intervene again if there is bloodshed, and to defend the "will of the people". Both sides believe that means the military may support their positions.

The United States, which funds Egypt's army as it did under Mubarak, has counseled compromise and respect for election results. Egypt's 84 million people, control of Suez and its 1979 peace treaty with Israel all contribute to its global strategic importance.

Family: American killed in Egypt was a teacher

WASHINGTON (AP) ? The family of an American college student killed in Egypt during violent protests says their son cared passionately about the Middle East and was in the country to teach English to children and to improve his own Arabic.

Andrew Pochter, of Chevy Chase, Md., was killed Friday in Alexandria during clashes between government supporters and opponents. His family said in a statement Saturday that he was stabbed by a protester while observing the demonstrations.

"He went to Egypt because he cared profoundly about the Middle East. He had studied in the region, loved the culture, and planned to live and work there in the pursuit of peace and understanding," the statement said.

The country has been roiled by ongoing demonstrations between protesters trying to oust President Mohammed Morsi and Islamists seeking to keep him in power. The U.S. State Department has warned Americans against all but essential travel, and households have been stocking up on goods in case the protests drag on.

The 21-year-old spent his spring semester studying in Amman, Jordan, as part of the AMIDEAST Education Abroad Program and was teaching in Egypt before returning in the fall to Kenyon College in Ohio. He majored in religious studies, was active in Hillel House ? the campus center for Jewish life ? and was a member of the rugby club and an organizer for the Middle Eastern Students Association, the college said.

Meryn Chimes, a New York University student who said she was a friend of Pochter, recalled how he traveled to Morocco between high school and college and sent her excited letters about how much he loved it there.

"When he came back, he just had this passion for the Middle East," she said.

During his travels, she said, he would marvel at everything from the food to the people he encountered at marketplaces to the Colonial architecture of Alexandria. She said he told her how much he loved teaching Egyptian children and how they worked so hard to master English.

"He said he hoped they liked him as a teacher, which I'm sure they did," she said.

She said they last spoke a few days ago.

"He really wanted to broaden people's perspective, especially in America. He wanted people to see places the way he saw them," said Chimes, noting how Pochter had spoken of potentially becoming a reporter.

"He saw the world in a way that I don't think anyone else did, and it was a really beautiful way," she added.

Lucas Pastorfield-Li, a friend from college, said he bonded with Pochter over a shared interest in education and international affairs. He said Pochter was soft-spoken and humble but also a talented musician who would weave international topics ? he did a college research project on the Muslim Brotherhood ? into freestyle raps.

"He had a way of just being way too wise beyond his years. I feel like most of the people in my generation are constantly trying to be heard," said Pastorfield-Li, 20, adding, "He had an amazing way of just conveying wisdom in such a humble and kind of subtle way."

He said Pochter would have been the "perfect poster boy" for any ad campaign for the college.

"It's not just me right now that this is really affecting," he said. "He was such an important person to so many people at the school, and Kenyon's such a small school, someone like Andrew is going to be a celebrity."

Obama to meet with Mandela family

PRETORIA, South Africa (AP) ? President Barack Obama plans to visit privately Saturday with relatives of former South African President Nelson Mandela, but doesn't intend to see the critically ill anti-apartheid icon he has called a "personal hero."

The White House did not disclose any details for Obama's plans to meet the family in a brief statement issued upon Obama's first morning in South Africa during a weeklong tour of the continent. The statement simply said Obama and his wife would offer their thoughts and prayers at the family's difficult time.

"Out of deference to Nelson Mandela's peace and comfort and the family's wishes, they will not be visiting the hospital," the statement said.

Obama told reporters on the flight to South Africa Friday that he was grateful that he, his wife and daughters had a chance to meet Mandela previously. Obama hangs his photo of the introduction he had to Mandela in 2005 in his personal office at the White House ? their only meeting, when Obama was a senator.

"I don't need a photo op," Obama said. "The last thing I want to do is to be in any way obtrusive at a time when the family is concerned about Nelson Mandela's condition."

Obama met with South African President Jacob Zuma Saturday morning, greeting each other's wives with kisses with a military honor guard standing by holding flags from both countries. Their meeting was at the grand Union Buildings, where Mandela was inaugurated as the country's first black president in 1994 after 27 years behind bars under racist rule.

The 94-year-old Mandela has been in a nearby hospital for three weeks after being admitted with a lung infection.

Obama has said the imprisoned activist's willingness to risk his life for the cause of equal rights helped inspire his own political activism. Obama said his message during the visit will draw on the lessons of Mandela's life, with a message that "Africa's rise will continue" if its people are unified instead of divided by tribe, race or religion.

"I think the main message we'll want to deliver if not directly to him but to his family is simply a profound gratitude for his leadership all these years and that the thoughts and prayers of the American people are with him and his family and his country," Obama said on his flight into the country.

Obama also is paying tribute to the fight against apartheid by visiting the Soweto area Saturday afternoon for a town hall with students at the University of Johannesburg. At least 176 young people were killed in Soweto township 27 years ago this month during a youth protest against the apartheid regime's ban against teaching local Bantu languages. The Soweto Uprising catalyzed international support against apartheid, and June is now recognized as Youth Month in South Africa.

The university plans to bestow an honorary law degree on the U.S. president, while protesters are planning demonstrations against U.S. policy on issues including the U.S. detention center at Guantanamo Bay, Cuba, the war in Afghanistan and global warming. Hundreds marched to the U.S. Embassy on Friday, carrying signs that read: "No, You Can't Obama," a message inspired by Obama's "yes, we can" campaign slogan.

Obama, the son of an African man, has been trying to inspire the continent's youth to become civically active and part of a new democratically minded generation. Obama hosted young leaders from more than 40 African countries at the White House in 2010 and challenged them to bring change to their countries by standing up for freedom, openness and peaceful disagreement.

Obama wraps up his South Africa stay Sunday, when he plans to give a sweeping speech on U.S.-Africa policy at the University of Cape Town and take his family to Robben Island to tour the prison where Mandela spent 18 of his 27 years behind bars.

Los Angeles Public Schools Train Students as Obamacare - Reason ...

Reason 24/7ReasonSure, professional athletes have a certain celebrity appeal, but can they really convince Americans to embrace a product that a growing number have already written off as a shit sandwich? But to really win hearts and minds ...? Hey! How about using the public schools to recruit their captive audience of students to the cause, and then set the kids loose to proselytize their families on the glories of Obamacare? That should work wonders.

And it's not creepy at all.

The Los Angeles Unified School District will use a state grant to train teens to promote ObamaCare to family members. Covered California, the state's health insurance exchange, announced grants of $37 million on May 14 to promote the nationally unpopular law.

LAUSD will receive $990,000. The district listed as a primary outcome for its project, "Teens trained to be messengers to family members."

Covered California spokeswoman Sarah Soto-Taylor said staff have not questioned this goal. ?

"We have confidence that the model LA Unified brought to the table will be successful in reaching our target population, which includes family members of students," she said.

Well, of course "staff have not questioned this goal." That's because "LAUSD will also use tax-paid staff to promote ObamaCare through phone calls to students? homes, in-class presentations, and meetings with employees eligible for ObamaCare?s taxpayer-covered healthcare."

So public school teachers get paid taxpayer dollars to preach Obamacare to their co-workers and the students, so the kids will then go home and sing the glories of the health scheme to the same taxpayers who are funding the whole process. Everybody wins!

If this experiment in using the public schools as a medium for spreading the good news works out as school officials and health insurance exchange managers hope, expect more in the future.

"Teens are part of a 'pilot' program to test whether young people can be trained as messengers to deliver outreach and limited education to family and friends in and around their homes," said Gayle Pollard-Terry, a LAUSD spokesman, in an email. "Teens will be educating adults that they already know (e.g., family or friends) and not other adults."

Well, of course teens will be indoctrinated in official messages that they'll then be expected to bring home. Why else would you send them to public schools?

Relation Tip #1: Do You Want To Be Right Or Be In Love?
I know what you?re thinking: You want to be right AND be in love! But as much as you want to be right, there are times when you have to just let it go so you can be in love.? One of the best relationship tips I can offer is to do whatever you can to avoid foolish debates in your marriage that cause unnecessary conflict.

Here?s what I mean.

Maybe you?re a Republican and your spouse is a Democrat (maybe it?s the other way around). You already know from experience how an ?innocent? comment can mushroom into a heated debate that quickly explodes into a full blown argument.

Avoid kicking over hornets nests in your marriage.

If you know a certain topic is prone to triggering an argument, then AVOID it altogether ? and don?t allow yourself be baited into a conversation that?s going to end in bad feelings.

No Unhealthy or Harmful Debates
Make it a rule in life that you will not allow yourself to participate in any unhealthy or harmful debates with your spouse (it?s a great rule for your other relationships, too).

If you sense that a certain conversation is about to become argumentative, and it?s not an argument worth having (some are), then politely and discreetly end the conversation.

Relationship Tip #2: Stop Talking About Nothing
I?m not sure if you ever watched the Jerry Seinfeld television show years ago but if you did then maybe you remember a series of episodes where the characters were pitching an idea to a major network on developing a TV show about nothing. No theme. No plot. No high stakes. The idea was to literally create a ?show about nothing? (it was actually very funny, and if you were a fan of the show then you?re probably smiling right now as you remember those particular episodes).

When you stop to think about it, that?s the way it is often times in conversations with our spouse ? we talk a lot about absolutely nothing.

Why talk about nothing when you can talk about something?

In many homes across the country, typical conversations around the dinner table might go something like this: ?How do you like your potatoes??, ?Is the spaghetti overcooked??, ?What?s on TV tonight??

Please don?t get me wrong. There?s nothing wrong with small talk. But when the majority of our conversations are about ?nothing? then I think the opportunity exists to grow in this area ? to make our relationships better, stronger and warmer.

Talk About Something
Consider making it a rule in your marriage to intentionally talk about something. Ask real questions ? questions that matter.

Ask your partner about what?s going on at work. Ask your kids about what?s happening at school. Take an active interest in their lives to demonstrate that you care about them. Enjoy meaningful conversation. Frankly, maybe you?re not really interested in what?s happening at work or school, but you are interested in their lives aren?t you? Then let your conversation show it.

If you want a happier marriage, then begin practicing these two relationship tips: 1) Avoid debates that might lead to unnecessary conflict, and 2) Do your best to stop talking about nothing and start talking about something.

Be mad about marriage by implementing these two small tips today.

Stockton taxpayers want bigger role in California city's bankruptcy case

SAN FRANCISCO (Reuters) - A group of California taxpayers went to court on Friday to demand a greater role in how the city of Stockton would raise taxes to exit the bankruptcy it filed a year ago.

The group asked the U.S. Bankruptcy Court in Sacramento for official committee status so its members could see details on Stockton's plan for increasing its sales tax. If granted this status, the group could also participate in talks about the city's plan to adjust its debts.

Stockton officials aim to file their debt-adjustment plan with the bankruptcy court in September following a vote by the city council on a sales tax increase.

Stockton's city manager wants the council to hold a vote next month on putting a ballot measure to voters in November that would ask them to raise the city's sales tax to 9.0 percent from 8.25 percent.

If approved by voters, the increase would go into effect next April and raise revenue to help Stockton exit bankruptcy, put more money into public safety programs and hire more police officers to help tackle crime in a city that ranks among the 10 most dangerous U.S. cities.

According to a draft of the tax plan, the increase would raise about $219 million over 10 years for public safety spending.

Over the same time, about $112 million in proceeds would fund the city's exit from bankruptcy. The effort would get a larger share of revenue initially as police staffing ramps up.

The taxpayers group wants more details on how the revenue would be allocated and it is concerned Stockton's creditors could press for a bigger share, which would set back plans for hiring more police officers.

"Creditors will no doubt seek as large a recovery as possible leaving taxpayers with significantly reduced health, safety and welfare services," according to an exhibit attached to the taxpayers group's court filing.

A city of about 300,000 residents in California's Central Valley, Stockton is the biggest U.S. city to have filed for bankruptcy and is trying to impose steep losses on its bond insurers and bondholders to restructure its finances.

The U.S. municipal debt market is watching to see if the Stockton prevails or its so-called capital markets creditors can convince the bankruptcy court to have the city cut its pension spending as part of a plan to exit bankruptcy.

Stockton has refused to cut pensions, saying it is prohibited by state law, and that its employees have suffered several years of pay and job cuts while its retired workers are losing subsidized medical coverage.

California tops auto theft list ? Bankrate, Inc.

California's car culture, long celebrated in such Beach Boys classics as "Little Deuce Coupe," "409" and "I Get Around," has also spawned an equally robust car theft industry, judging by the latest "Hot Spots" vehicle theft report from the National Insurance Crime Bureau.

California once again dominates the list of metropolitan statistical areas, or MSAs, where car owners and auto insurance companies were most vulnerable to theft in 2012. Communities in the Golden State claim eight of the top 10 slots:

1. Modesto, Calif.
2. Fresno, Calif.
3. Bakersfield-Delano, Calif.
4. Stockton, Calif.
5. Yakima, Wash.
6. San Francisco/Oakland/Hayward, Calif.
7. San Jose/Sunnyvale/Santa Clara, Calif.
8. Vallejo/Fairfield, Calif.
9. Spokane/Spokane Valley, Wash.
10. Redding, Calif.

Six of the California hot spots also placed in last year's top 10. Expand the list, and the state claims 14 of the top 20 best places not to park your car.

Theft goes west

In fact, the western states -- Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming -- saw a 10.6 percent increase in vehicle theft last year. By contrast, the South was down 2.9 percent, the Midwest saw a 3.1 percent decline, and thefts in the Northeast were down 7.9 percent from the previous year.

The NICB ratings are consistent with preliminary FBI statistics for 2012 that point to a 1.3 percent national increase in vehicle thefts, following eight years of declines. The final numbers are due this fall.

So how many car thefts are we talking here? In Modesto, there were 4,260 reported thefts. But drive west to the more densely populated San Francisco Bay area, and you're looking at 28,220 thefts last year. Because the Hot Spots report is based on population, areas like Modesto with fewer total thefts but smaller populations often rank higher than areas with more stolen cars overall but a smaller incidence per capita.

Safety in Hawaii -- or at home

Where's Waldo to park without risking his ride? He'll find an absolutely safe space on the lovely isle of Maui, Hawaii, where nary a single vehicle was reported missing last year in the Kahului/Wailuku/Lahaina MSA.

The NICB recommends this "four layers of protection" approach to avoid vehicle theft and its potentially negative impact on your auto insurance rates:

? Common sense: Remember to take your keys with you, close your windows, lock your doors and park in a safe, well-lit area.
? Anti-theft devices: Invest in visible and audible alarms, brake and wheel locks and other theft-deterrent devices.
? Ride immobilizers: Prevent "hot-wiring" with smart keys, fuse cut-offs and other onboard technology that prevents thieves from starting your vehicle's engine.
? Tracking devices: Install a GPS or other tracking device that alerts you if your vehicle has been moved, and helps police locate it if it's stolen.

Ever wonder how balancing toys work? Simple toys that entertain by precariously balancing were popular in the Victorian era. These seemingly gravity-defying curiosities can rock back and forth at the edge of a table but remain relatively stable.

But how do they balance? The secret lies in a heavy but visually nondescript counterweight attached to the toy. Our eyes are drawn more immediately to the large, ornamental part of the toy that depicts a person or animal rocking back and forth on a tiny pivot point. On its own, this part of the toy looks unstable, which is precisely why such toys continue to be so intriguing?they make little intuitive sense; to an onlooker, it appears that the larger element should send the entire contraption off-balance.

For this fun experiment, you won't have to go searching for any century-old antique toys. All you'll need is a hammer, a ruler and a thick rubber band.

Background
An object's center of mass is a unique point where that object's mass is centered. For simple, symmetrical objects with equally distributed mass (such as a ruler), the center of mass lies in the object's geometric center (which would be just at the six-inch mark for a one-foot ruler).

For more irregularly shaped objects?such as a person on a bicycle?you might be more familiar with the term "center of gravity," which refers to a point on an object that's identified by averaging together all the gravitational forces acting on that object. Don't let this confuse you! For our purposes, it's fine to think of these two concepts as the same because Earth's gravity produces a relatively uniform downward pull on small objects near its surface. Think of it this way: If there's more mass in one region of an object than another (say, a person on top of a bike rather than the bike's wheels), then gravity applies more force to that region.

Let's apply this concept to two children sitting on opposite ends of a seesaw. They create a simple mechanical system consisting of a lever (the seesaw's plank), a fulcrum (the point about which the plank can tilt) and a couple of weights (the children). If the two children weigh the same, the system's center of mass is located in center of the seesaw's plank and directly above the fulcrum. Put a heavier child on one end of the seesaw, and you've shifted the system's center of mass away from the fulcrum. The greater torque (or force) that gravity applies to the more massive (and thus heavier) side of the system pulls the larger child to the ground while lifting the smaller child into the air.

Materials
? Hammer
? 12-inch ruler (plastic works, but wood is preferable)
? Thick rubber band
? String (optional)
? Tape (optional)

Procedure
? First, pick up your ruler and balance it lying lengthwise on your index finger. Try using the six-inch mark on your ruler as your balancing point?this is roughly the location of the ruler's center of mass, and you'll notice it's at the middle of the ruler. This is because our ruler is an object of uniform density and is shaped in such a way that it doesn't have a heavier or lighter end.
? Take your ruler and lay it flat on a table or desk. How many inches on the ruler can you nudge over the edge of the table before it falls off? Think about our hypothetical seesaw from earlier. You should find that once you nudge the ruler's center of mass over the table's edge (the fulcrum), gravity applies more torque to the more massive side of the system than the other, dragging it over the edge and onto the floor.
? Now, try to identify the center of mass on your hammer. If you hold your hammer lengthwise, can you balance it by placing your index finger beneath the point of the hammer located halfway along its length? Probably not! In fact, you should find that the hammer's head is much heavier than its handle. We can infer that the hammer's center of mass is located somewhere closer to its head.
? The goal now is to use our materials to build a new mechanical system with a center of mass located as close to the 0-inch tip of the ruler as possible. (Hint: our hammer will act as a counterweight.) Take another look at how classic Victorian balance toys are structured. Knowing what you've learned about where the hammer's center of mass is, where do you think the hammer is going to go when we build our new system?
? Loop your rubber band over your hammer so that it hangs somewhere near the middle. (Depending on how smooth the hammer handle is, you may want to affix the rubber band to the handle with tape. If your rubber band is too stretchy, you can use a loop of string approximately three inches in diameter instead).
? Loop the rubber band over your ruler. This end of the loop should hang near the 2-inch mark on the ruler. The end of the hammer's handle should intersect and form an acute angle with the ruler at around the 8-inch mark.
? Place the end of the ruler that starts with zero near the edge of the table. Does it balance? Try altering the position of the hammer's head relative to the tip of the ruler. With some careful adjustments, you can tweak the system so that its center of mass is located at the very tip of the ruler.
? Once you've gotten your system to balance, try nudging the 0-inch end of the ruler closer and closer to edge of the table. By doing so, you're moving the system's center of mass progressively closer to the fulcrum and, if you're careful, you can produce a dramatic effect by getting your system to balance on a mere sliver of the table's edge.
? Extra: If you want to create an even cooler visual effect and make your system look more like a Victorian balance toy, place a very light stuffed animal on the 12-inch end of the ruler. (A stuffed monkey that hangs onto the end of the ruler with clasped Velcro hands is a crowd favorite.)

Mongolian president wins second term amid focus on mining curbs

ULAN BATOR (Reuters) - Mongolia's incumbent president, Tsakhia Elbegdorj, who wants more controls on foreign mining investments, has emerged as the winner of Wednesday's polls with a narrow majority of votes cast, the country's election commission said on Thursday.

Elbegdorj, 50, who has served as president since 2009, was the overwhelming favorite in the contest, played out amid worries about Mongolia's faltering economy as well as the growing role of foreign mining firms.

The commission said Elbegdorj got 50.23 percent of the votes, beating a former wrestling champion, Bat-Erdene Badmaanyambuu of the Mongolian People's Party, and health minister Udval Natsag, of the Mongolian People's Revolutionary Party.

The lower-than-expected margin of victory could be traced to low turnout, said Julian Dierkes, an expert in Mongolian politics at the University of British Columbia, adding that participation was 10 percent lower than the last election.

"The consensus was that Elbegdorj was winning and I suspect that a lot of potential voters thought he was winning anyway, and didn't vote," said Dierkes, who is in Ulan Bator to monitor the election.

Elbegdorj's narrow victory, even if it is not contested by the opposition, is not expected to allay the concerns of foreign investors worried about growing government interference in the country's booming mining sector.

The win preserves the dominance of the Mongolian Democratic Party, which won the most seats, though not an absolute majority, in last year's parliamentary vote, and heads a coalition government keen to regulate foreign investments.

Elbegdorj is a free-market advocate, but his government has increasingly adopted a more "resource nationalist" approach, with laws to give the country a bigger stake in "strategic assets", such as mines.

It also aims to rework a landmark 2009 investment pact to develop the massive Oyu Tolgoi copper and gold mine.

The vote took place amid rising concern over Mongolia's resource-dependent economy, with falling commodity prices and weakening demand from China expected to erode growth and undermine spending plans.

The economy grew 12 percent last year and 17 percent in 2011, as mining investment poured in and mineral exports to China surged.

But growth could slow to 5.5 percent in 2013, the Mongolian Investment Banking Group said this week, if the Oyu Tolgoi project is not launched on schedule.

Mongolia is in dispute with Anglo-Australian mining giant Rio Tinto over how it will repatriate profits from Oyu Tolgoi, whose launch has been delayed twice this month.

A controversial new mining bill championed by Elbegdorj will also be high on the agenda.

"The biggest implication is continuity -- his campaign was that he had done well for four years and wanted a chance to do more," said Dierkes. "But mining and resources is on the top of everyone's agenda and here he will keep going."

Two words you do not want to hear together when getting a referral from a retinal specialist.

I had a tumor inside my eye. Maybe this process could have saved the vision in my eye, as opposed to the invasive radiation treatment I had to deal with instead. The radiation has basically done a number on the vision in that eye, which has degraded quite a bit since my treatment almost 3 years ago.

Keep in mind, there are other issues... when they did the biopsy, it resulted in bleeding in my eye, a shocking discovery I made after the treatment (where a radioactive plaque was sewn to my eye, under the tumor, for a week) when I would put the drops prescribed in my eye. It was unexpected, basically a dark encroaching blob that floated into my vision when my head was tilted back. I suspect injecting these into an eye would result in a similar problem. IT took several weeks to clear up (blood absorption is slow in the eye). I'm also not sure if these are up to the task of killing a 6mm tumor.

When it comes to gardening, not everyone has a green thumb. Some people downright detest garden chores, but if you?re a homeowner, chances are that sooner or later you will have to do some yard work. When that time finally comes, it?s important to have the right tool for the job.?The right tool can make a big difference in how quickly and comfortably a task can be completed. The following list of garden tools can help even the most brown-thumbed of homeowners complete the most basic garden tasks.

Find out which garden tools are essential for every homeowner1. Garden Trowel

Even if you live in a condominium, you will find a garden trowel useful. A trowel is a garden tool that looks like a tiny shovel. It?s one of many garden hand tools, and typically consists of a handle and a small, pointed scoop. Garden trowels are useful for scooping and filling soil in garden containers and any small job where you need to dig a small hole. A garden trowel is also helpful when planting bulbs in the fall.

2. Garden Hand Pruners

What are garden hand pruners? Well, thankfully, they are not for pruning hands, although their blades can be sharp enough to do serious damage to a digit if you?re not careful. Hand pruners are a garden tool, also called secateurs, used for pruning small branches from trees and shrubs.

In general, this tool is useful for removing dead, damaged, or diseased wood that is up to about a half-inch in diameter. When purchasing garden hand pruners, it is important to select those with bypass blades, meaning they slide past one another, as opposed to anvil blades. Bypass blades provide a clean cut while anvil blades tend to crush branches during pruning. Clean cuts are important for preventing plant damage and disease.

3. Pointed Shovel

For any kind of serious garden digging, you need a pointed shovel. When you shop for a shovel, notice the difference between the various types. The tip on a pointed shovel is designed to cut through the soil more efficiently than other shovels, such as scoop shovels and snow shovels. The end of the blade on a scoop or snow shovel will be straight as opposed to pointed, and the sides will bend upward to allow the shovel to hold the material it is scooping. Snow shovels have very deep sides so that a lot of snow can be moved with each scoop. A pointed shovel will come in handy whenever you?re planting a tree or shrub or whenever you?re excavating an area by hand for any kind of building project.

4. Garden Hoe

A hoe is an important garden tool for removing weeds from planting beds. The best garden hoe, in my opinion, is a hula hoe. These also go by the names Dutch hoe or stirrup hoe, but regardless of the name, they tend to work more efficiently than an ordinary garden hoe. The hula hoe has a band of metal about 1 inch wide in the shape of a stirrup, and instead of haven one sharp edge on the blade like a traditional garden hoe, each side of the ?stirrup? has a cutting edge. It works by passing easily over the soil surface and cutting weeds off at ground level as you pass over them. If you have any planting beds in your garden, this tool is a must have.

5. Wheelbarrow

Investing in a wheelbarrow will save you in back pain and trips to the chiropractor. You may think you can live without it, but a wheelbarrow is helpful for transporting anything heavy into the garden. Fill it with compost, wheel it into the garden, and add compost to your vegetable garden. Transport sacks of cement from your car to the location of your next DIY project to be mixed into concrete. Fill it with bark and move it around as you fill each planting bed with the appropriate amount of mulch. Load it up with plants and take them to the appropriate place in one trip instead of several. If you have a garden of any size, you need a wheelbarrow.

The garden tools above will get you through the most basic gardening tasks. For those homeowners more serious about gardening, you may want to purchase tools such as a garden rake, pruning saw, pruning shears, hori hori knife, garden fork, and a lopper, just to name a few. You don?t have to purchase everything at once, but chances are, when the time comes, you?ll want the right tool for the job.

The Brothers Grimm would have been surprised, possibly amused.

A sensual and sophisticated retelling of a beloved fairytale re-imagined as a homage to European silent cinema, Spanish writer-director Pablo Berger's black-and-white Blancanieves will leave you transfixed.

Most films are experiences to be ignored or at best forgotten. "Blancanieves" is a little classic to be treasured.

It is a full-bodied silent film of the sort that might have been made by the greatest directors of the 1920s, if such details as the kinky sadomasochism of this film's evil stepmother could have been slipped past the censors.

Blancanieves, which won 10 Goyas (Spain's equivalent of the Oscars) and was a smash hit in its native Spain, has traces of a kinky undertone and an uncommon willingness to embrace the darkness inherent in this fairy tale.

As if bewitched, the legend of Snow White is transferred to Seville in the early twentieth century and transformed into high melodrama.

Blancanieves is painstakingly crafted, emotionally gripping at times, and more authentically Grimm than most interpretations, and it puts a slightly unsettling new spin on Prince Charming and the proverbial happily-ever-after ending.

The film is -- to understate the matter -- overconceptualized.

Like The Artist, Blancanieves is delightfully novel, but it also feels trapped by its innovative gimmickry.

A boldly conceived fairy tale from Spain

Succeeds in all its cinematic experiments

The story might be familiar, but Berger's film is so beautifully shot and so wonderfully scored - and so distinctively Spanish - that it stands as its own film.

Blancanieves holds to the structure, but not strictures, of the source fairy tale.

A new, purely silent movie from Spain that never once speaks and doesn't need to speak. What's more, it seems to get the infinite possibilities of silence, and how much passion can come from it.

Berger's film doesn't show loyalty to any traditional version of Snow White. Berger's Blancanieves takes a darker approach, which seems appropriate.

A completely enchanting fairy tale about the vicissitudes of fate, in live action and glorious black and white.

The fun in the Spanish "Blancanieves" is the way it plays with our expectations.

May not have much depth to its characters or particular surprise, but its lovely depiction of family's ability to harm and mend has the flair of flamenco and the sorrow of opera.

No, "Blancanieves" isn't subtle, but it's an unforgettable time at the movies.

Inspired filmmaking steeped in the imagery of silent film history, a dark Iberian strain of Roman Catholicism and the magic of fairy tales.

... lusty and heartfelt, fiery flamenco and spirited country jig. Don't go expecting a Disney-fied fable. Berger seasons with S&M and the kind of macabre touches you'd expect in vintage Browning or Bunuel.

If not for some faintly disturbing imagery and a pleasingly feminist heroine, you could mistake this for a movie actually made in the 1920s (and even those two factors weren't utterly unknown then).

LONDON (AP) ? What a stark statistic for the nation of Bill Tilden and Don Budge, John McEnroe and Jimmy Connors, Pete Sampras and Andre Agassi: It's been 101 years since no men from the United States reached Wimbledon's third round.

And the last time it happened, way back in 1912, no Americans even entered the oldest Grand Slam tournament.

By the end of Thursday, all 11 U.S. men in the 2013 field at the All England Club were gone, with top-seeded Novak Djokovic accounting for the last one by beating 156th-ranked qualifier Bobby Reynolds 7-6 (2), 6-3, 6-1. Earlier in the day, former top-five player James Blake lost to Bernard Tomic of Australia 6-3, 6-4, 7-5, while qualifier Denis Kudla was beaten by Ivan Dodig of Croatia 6-1, 7-6 (4), 7-5.

Led by top-seeded and defending champion Serena Williams, the U.S. women still are represented in singles at Wimbledon this year.

Williams extended her winning streak to 33 matches, the longest on tour since 2000, by eliminating 100th-ranked qualifier Caroline Garcia of France 6-3, 6-2, while 18-year-old Madison Keys knocked off 30th-seeded Mona Barthel of Germany 6-4, 6-2.

Keys next plays 2012 runner-up Agnieszka Radwanska of Poland, and Williams goes from a 19-year-old opponent in Garcia to a 42-year-old opponent in Kimiko Date-Krumm, the oldest woman to reach the third round at Wimbledon since the Open era began in 1968.

"I have so much respect for her. I think she's so inspiring to be playing such high-level tennis at her age," said Williams, who at 31 is the oldest No. 1 in WTA rankings history. "And she's a real danger on the grass court, I know that. I definitely will have to be ready."

Already into the third round with a victory a day earlier was No. 17 Sloane Stephens, while yet another American, wild-card entry Alison Riske, had her match against Urszula Radwanska ? Agnieszka's younger sister ? postponed by rain Thursday.

"I can't put my finger on why the women are doing better than the men," Reynolds said.

He wound up facing Djokovic with Centre Court's retractable roof closed because of the first drizzles of the fortnight, which prevented five singles matches from starting and forced the suspensions of three others in progress.

The precipitation wasn't the only change Day 4 brought. After the chaos of Wednesday, when Roger Federer and Maria Sharapova were among seven former No. 1s who lost, results went mostly to form Thursday. Only one seeded man departed: No. 17 Milos Raonic of Canada, who was beaten 7-5, 6-4, 7-6 (4) by 64th-ranked Igor Sijsling of the Netherlands.

There were, however, two more injury-related exits, raising the total of players pulling out of the second round to nine, which equals the Open era Grand Slam record for any round. All told, 12 players have withdrawn before a match or stopped during one, one short of the Wimbledon record for a full tournament, set in 2008.

"It was a bit strange to see so many top players either lost or retired," Djokovic said. "But grass is a very special surface. It requires a different kind of movement. ... If grass at the start of Wimbledon is still not so used and, I guess, a little bit slippery, it can be dangerous, until you really get your right footing on the court. That's probably the reason why they all felt uncomfortable and they all injured themselves, unfortunately."

Djokovic himself took a tumble midway through his tight first set against Reynolds, a 30-year-old based in Atlanta, then quickly rose and whacked his heels with his racket. About 25 minutes later, Reynolds hit a 122 mph service winner to hold for 6-all, and the crowd roared, eager to see whether this guy they'd never heard of could continue to push Djokovic, who is ranked No. 1 and owns six major titles, including at Wimbledon in 2011.

But from there, it wasn't close. Reynolds missed two forehands early in the tiebreaker, helping Djokovic take a 5-0 lead before ending the set with a 117 mph ace.

"He just puts so much pressure on you, point after point after point," Reynolds said. "He moves unbelievably well. ... You think you hit a good shot, but he's right there, crushing it back at you."

Reynolds was, in many ways, simply happy to be there, on his sport's most famous court, facing one of its best players.

"You can't put a price tag on it," said Reynolds, who went five years between Grand Slam match wins. "I'll keep so many memories from that match. I loved it. Once-in-a-lifetime opportunity."

One shot Reynolds most definitely will recall, ruefully, came while leading 1-0 in the second set. Up love-30 on Djokovic's serve, Reynolds lost track of the ball and sent an overhead long.

"It went in between the rafters, and then you see it, and then it hits the piping, and then it comes back out. I just mistimed it," said Reynolds, who never had break points, while Djokovic converted 4 of 18. "I guess it's lack of being in there, the surroundings."

And so, at 7:43 p.m. local time, Djokovic deposited a backhand volley winner, the last shot hit against a U.S. man at Wimbledon this year.

With 27 of 32 third-round spots in men's singles settled, 18 countries are represented, including Latvia, Ukraine, Croatia and South Africa. Five countries have multiple entrants left, led by four each for Spain and France.

"I'm looking just to see if I can get to the next round. That's basically what it is. I don't feel like I'm carrying the U.S. flag (or) 'I'm the lone guy left,'" Reynolds said. "I actually wasn't aware of it at all."

American men have won Wimbledon more than 30 times. Maurice McLoughlin did it in 1913, followed by Tilden in 1920, then Budge and Bobby Riggs in the 1930s, all the way through to players such as Connors, McEnroe and Arthur Ashe in the 1970s and 1980s.

During the nine-tournament stretch from 1992 to 2000, a U.S. man won Wimbledon eight times (seven for Sampras, one for Agassi), and there was at least one ? and sometimes two ? in the final each year. More recently, Andy Roddick reached three finals from 2004-09, losing to Federer every time.

As it is, American men are going through their longest drought without a Grand Slam champion anywhere; this year's U.S. Open will mark exactly a decade since Roddick won the title there. That, at least, can be partly explained by this: Switzerland's Federer, Spain's Rafael Nadal and Serbia's Djokovic collected 31 of the last 33 major trophies.

But what happened at Wimbledon this week shows U.S. problems extend far below the top tier.

Why?

Reynolds offered some thoughts, including that kids are picking other sports, perhaps because of the high cost of tennis. He also believes there's simply more competition from elsewhere.

"You look back years ago, the Americans usually were very good, whether it's basketball or baseball or tennis. Sports are becoming such a worldwide thing that everybody is so good now. ... We're so used to looking back and saying, 'Oh, look at all the dominance,'" Reynolds said.

"Every country has top guys playing tennis," he said. "I think that's more of what it is, rather than the lack of talent coming out of the States."

A Twitter 4.2 update launching today should keep those users satisfied: the release brings image cards to BlackBerry OS 5 and up, letting those on older devices peek at photos in the timeline. The upgraded version also populates that timeline with more details about the tweets themselves, and it suggests people to follow when looking at profiles.
