Getting a Loan to Open a Franchise is - Media - Alabama.gov

NEW YORK (AP) ? When Rick Kimsey decided to start a business, a franchise seemed like the best way to go.

Buying a franchise ? in his case, a Doctors Express urgent care facility ? meant he didn't have to start from square one. The business came with a concept and a service to sell. Urgent care centers treat a range of common non-life threatening medical conditions such as colds, sprains, broken bones, rashes and stomach ailments ? usually without an appointment. For many people, the facilities are more appealing and less expensive than a trip to the emergency room. Kimsey just needed to get the franchise up and running, and then operate it. It didn't even matter that he had no medical training.

But what sounded like a great plan wasn't so easy. Financing for the business was nearly impossible to get in the aftermath of the 2008 financial crisis and the recession. Kimsey was dealt his first blow when his bank froze his home equity line of credit. Then six banks turned him down for a loan.

"The rug was pulled out from under me," Kimsey says. It took more than a year before he was finally able to close the deal.

The tough economy has made the prospect of operating a franchise attractive to the unemployed, to workers who don't want to wait to get knocked off the corporate ladder and to others looking for a new way to generate income. But first-time franchise buyers are finding it's harder than they expected to cobble together the money needed to get their businesses off the ground. Lenders are rejecting them because of their inexperience or because the franchises they're buying are relatively young and not as well-known as established brands such as McDonald's and Jiffy Lube.

Kimsey was attracted to Doctors Express because health care is one of the fastest growing franchise segments. He had spent nearly 20 years in the wireless telephone industry. He decided to leave that business because the mega-mergers in wireless meant it was getting harder to find investors for new ventures. When he knew that he wanted to open a franchise, he considered one that's technology-related, Batteries Plus, which operate stores that sells batteries of all kinds.

But "I was looking for a sizzling sector like cell phones were in the '80s," he says. So he decided on Doctors Express.

He had enough of his own money saved for a $55,000 payment, known as the franchise fee, to the parent company. And he won approval to open the franchise in Sarasota, Fla. He needed $1.2 million to cover between $250,000 and $300,000 in construction costs, $150,000 for equipment and the remainder for working capital.

The banks that rejected his loan application gave similar reasons for saying no, he says.

"It's a fairly new franchise. This isn't McDonald's, so we don't have 70 years of history," Kimsey says. Doctors Express was founded in 2005 and has 54 locations. McDonald's has more than 14,000 restaurants in the U.S., and about 90 percent are franchises.

And even though the company doesn't require that franchisees have medical training, the banks were uncomfortable with the idea.

"It's a franchise concept where you don't have to be a doctor to own it. It's outside their thinking," he says. The banks liked his business plan, but bank officers told him that because he wasn't a doctor, "that's going to be a problem."

There was more: "We don't have a lot of assets. It's not like I have a million-dollar CAT scan" that could be used as collateral, he says. He leases the building and equipment like an X-ray machine.

Eventually Kimsey did get a $575,000 Small Business Administration-guaranteed loan from a bank in Utah. He tapped into his savings and about $500,000 from his 401(k) ? the entire account ? for the rest of the money.

"I've got to build this up. It will be my retirement," Kimsey says of his franchise. "Then I'll hand it over to my children."

Franchises have suffered along with other small businesses in the last five years. The number of franchises in the U.S. ? for example, an individual McDonald's, Dunkin' Donuts shop or Days Inn ? fell by 37,790, or nearly 5 percent, between 2008 and 2011, according to the International Franchise Association. The trade group estimates that the number of franchises will rise this year for the first time since 2008, gaining 1.7 percent to 748,680. But that's still more than 3 percent below 2008's 774,016.

The number of franchises dropped as the recession made many people were wary about starting a business and because thousands of franchises closed, among them auto dealerships and real estate brokerages. High-end restaurant franchises were also hit hard ? the restaurants in the Steak & Ale chain were among the franchises that shut down.

"Where it's really having its hardest effect is the aspiring entrepreneur who doesn't have that track record or that relationship with the banks," says Stephen Caldeira, president of the International Franchise Association.

But banks are also wary about franchises they're unfamiliar with ? the problem that Kimsey ran into. That's a huge change from before the recession.

"Prior to 2008, there was the general view of franchisees and the lending community that franchising was a fairly sound bet," says Darrell Johnson, CEO of FRANData, a research firm. "The rising economic tide would float all boats, and one brand might not be as strong as another, but everyone was going to do OK."

Now lenders are asking more questions about the brand, Johnson says. That's happening even in some of the franchise industries that are most popular now, including health care, elderly care and gyms and other fitness companies.

"The credit score that used to guarantee a loan doesn't anymore," says Peter Ross, CEO of Senior Helpers, which has 300 franchises that provide in-home care to the elderly. As a result, "people have to be a lot more creative" to raise money to buy a franchise. He sees more buyers tapping their 401(k) accounts.

Most of the successful buyers tend to be those who already own franchises and have a credit history to show the banks. Private equity firms that have their own money and don't need to go through a bank are also buying.

First-timers can find themselves jumping through an increasing number of hoops.

When Scott Gow decided to open a UPS Store franchise in the Denver area, he applied to a bank recommended by United Parcel Service Inc., but the bank kept raising the amount of his own money it wanted him to put up. Gow says he's not sure why the bank kept demanding more from him.

"I got to a certain point where I wasn't comfortable," he says. "I could have financed the business myself."

That is what he ended up doing, not only out of frustration, but because he was laid off from his job with a government contractor and knew that there was no way he would qualify for a loan at that point. He uses his 401(k) to cover the costs of renovating, furnishing and stocking the store.

Other UPS franchise buyers have had a similar experience with banks, says Chris Adkins, the company's vice president of sales. "I don't see a tremendous amount of rejections" by banks, he says. But the loan application process is so painful, with banks making more and more demands that some buyers decide to finance the purchase on their own.

Gow did get a break from UPS because he had been in the Air Force for 24 years before leaving in 2001. The package delivery company waived the nearly $30,000 franchise fee under a program called Operation Enduring Opportunity that was launched in 2011 that helps veterans open franchises. Gow hopes to have the store open next month.

Some would-be franchisees are turning to relatives for help. Christian Brantley and Jessica Mitchell were able to finance the $15,000 franchise fee and construction costs themselves when they bought a Snap Fitness gym near Willis, Texas, about 40 miles from Houston. But they were turned down for $170,000 in financing to lease about 75 treadmills, stationary bikes and other equipment from the manufacturer. The reason: They were too young. When they applied, Brantley was 23 and Mitchell, 24.

"We have no equipment," Brantley recalls thinking. "We are going to have a yoga studio for a year."

The solution was for Mitchell's father, a real estate developer, to be their guarantor on an application with another equipment maker. They got their machines for the same amount, $170,000. The gym opened in March, three months later than expected.

Without help from Mitchell's father, Brantley says, he'd be "freaking out."

Major quake off Philippines causes panic but minor damage

MANILA (Reuters) - An earthquake of 7.6 magnitude struck off the Philippines on Friday killing one person, damaging roads and bridges and sending people fleeing to higher ground in fear of a tsunami, a politician and authorities said.

The quake was centered off the east coast, 91 miles off the town of Guiuan in Samar province at a depth of about 20 miles, the U.S. Geological Survey said.

The Pacific Tsunami Warning Center issued a warning for much of the region, but cancelled it about two hours later.

Philippine authorities maintained their tsunami warning for longer, after ordering residents to get out of coastal areas immediately. They cancelled it more than three hours after the quake.

"Residents can now return to their homes. It's safe now, the danger of a tsunami has passed," the Philippine Institute of Volcanology said.

The mayor of Guiuan, Annalisa Quan, told local radio there was no report of major damage.

The head of the national disaster agency, Benito Ramos, said one woman was killed in Cagayan de Oro town on the island of Mindanao when heavy rain and the quake triggered a landslide that buried her house. A child was injured.

Samar congressman Ben Evardone told local radio some bridges and roads were damaged and people had fled from coastal areas in panic, seeking refuge inland.

"We're used to quakes here so residents immediately went to higher ground," Pinky Almaite, a resident of Sulat, a seaside town in Eastern Samar, told Reuters.

"Many were running as they took with them whatever their hands could carry - flashlights, food, clothes, some even took their cows."

Large parts of Samar and Leyte province had no power or internet connections.

"The only lights you see are from vehicles in the streets headed to higher ground," said a radio reporter in the town of Borongan.

The tsunami warning was initially issued for the Philippines, Japan, Indonesia, Taiwan, Papua New Guinea and other islands in the Pacific including the U.S. state of Hawaii.

Small waves of about 16 cm (6 inches) had hit a southern Philippine island, the seismology agency said, and warned that bigger ones could follow and residents were ordered to get to ground 10 meters (30 feet) above sea level.

The region has been hit by two huge quakes in the past decade. At least 230,000 people in 13 Indian Ocean countries were killed in a quake and tsunami off Indonesia in 2004.

Last year, an earthquake and tsunami off Japan's northeastern coast killed about 20,000 people and triggered the world's worst nuclear crisis in 25 years after waves battered a nuclear power station.

TAMPA, Fla. ? Paul Ryan?s acceptance speech at the Republican convention contained several false claims and misleading statements. Delegates cheered as the vice presidential nominee:

  • Accused President Obama?s health care law of funneling money away from Medicare ?at the expense of the elderly.? In fact, Medicare?s chief actuary says the law ?substantially improves? the system?s finances, and Ryan himself has embraced the same savings.
  • Accused Obama of doing ?exactly nothing? about recommendations of a bipartisan deficit commission ? which Ryan himself helped scuttle.
  • Claimed the American people were ?cut out? of stimulus spending. Actually, more than a quarter of all stimulus dollars went for tax relief for workers.
  • Faulted Obama for failing to deliver a 2008 campaign promise to keep a Wisconsin plant open. It closed less than a month before Obama took office.
  • Blamed Obama for the loss of a AAA credit rating for the U.S. Actually, Standard & Poor?s blamed the downgrade on the uncompromising stands of both Republicans and Democrats.

And when he wasn?t attacking Obama, Ryan was puffing up the record of his running mate, Mitt Romney, on taxes and unemployment.

Taking Money from Medicare?

Ryan continued the campaign?s false line of attack that Obama had ?funneled? money out of Medicare to pay for the federal health care law ?at the expense of the elderly.? But that?s contradicted by Medicare?s chief actuary, in a statement at the end of the most recent report of the system?s trustees (our emphasis added):

Medicare Actuary, April 23, 2012: [Obama's] Affordable Care Act makes important changes to the Medicare program and substantially improves its financial outlook ?

Medicare?s money isn?t being taken away. The Affordable Care Act calls for slowing the growth in spending, a move that ? if successful ? would keep the hospital insurance trust fund solvent for longer than if the reductions didn?t happen.

Ryan himself proposed keeping most of these same spending cuts in his most recent ?Path to Prosperity? budget. Yet, Ryan criticized Obama?s cuts as ?the biggest, coldest power play of all? and suggested seniors would suffer as a result.

Ryan, Aug. 29: And the biggest, coldest power play of all in Obamacare came at the expense of the elderly. ? [T]hey just took it all away from Medicare, $716 billion funneled out of Medicare by President Obama.

The Affordable Care Act calls for a $716 billion reduction in the future growth of Medicare spending over 10 years, with most of that ? about $415 billion ? coming from a reduction in the future growth of payments to hospitals through Medicare Part A. And Medicare Part A?s trust fund, as we?ve explained before, is in trouble financially. It?s set to be insolvent in 2024, even with these spending cuts. Without them, the trust fund wouldn?t be able to fully pay projected benefits in 2016, the Medicare trustees estimate.

Deficit Commission

Ryan accused Obama of doing ?exactly nothing? about recommendations from a bipartisan presidential commission to reduce the deficit. But Ryan himself was among a minority of commission members whose opposition scuttled the plan and prevented it from being sent automatically to Congress for action.

Ryan: He created a new bipartisan debt commission. They came back with an urgent report. He thanks them, sent them on their way, and then did exactly nothing. Republicans stepped up with good-faith reforms and solutions equal to the problems. How did the president respond? By doing nothing ? nothing except to dodge and demagogue the issue.

The National Commission on Fiscal Responsibility and Reform?s report proposed deep spending cuts in both domestic and military spending, and an overhaul of the tax code that would have lowered rates but raised revenues ? all in an attempt to slow the growth of government by $4 trillion over 10 years.

Many Republicans, including Ryan, opposed the military cuts and new tax revenue, while many Democrats opposed changes to Social Security that included raising the full retirement age.

The 18-member commission needed a super majority of 14 votes in order to bring the report to a vote in Congress. But it received the support of just 11 members. Seven members, including Ryan, opposed it, thus blocking congressional action.

In a statement on the final report, Ryan said he ?could not support the plan in its entirety,? but said some elements of it were ?worthy of further pursuit.?

Ryan opposed the commission?s approach to paying for lower federal income tax rates by taxing capital gains and dividends as ordinary income (see footnote on page 29). In his own latest budget plan, Ryan proposed to keep the current capital gains tax rate, arguing that to do otherwise ?could precipitate a flight of capital away from job-creating businesses.?

Like Ryan, Obama thanked the commission in a Dec. 3, 2010, statement that promised to ?study closely? its proposals for possible inclusion in his own budget plans. Nine months later, Obama submitted a deficit reduction plan to the Joint Select Committee on Deficit Reduction that was designed to reduce the deficit by $3.6 trillion over 10 years through a package of spending cuts and tax hikes.

Obama and House Speaker John Boehner, a Republican, tried to work out a so-called ?Grand Bargain? that would have reduced the deficit through a mix of tax hikes and spending cuts ? and even changes to Social Security. The New York Times reported that the Grand Bargain would have raised the retirement age and changed the formula for calculating benefits. But, as the Times reported, the deal fell through as members of Boehner?s caucus objected to raising taxes.

In short, both Ryan and Obama have proposed deficit-reduction plans ? and each opposed the other?s plan.

Stimulus Deceit

Ryan falsely claimed that the stimulus failed to help taxpayers and that it ?cut out? the American people. Actually, more than 25 percent of stimulus dollars went to provide tax relief for workers.

Ryan: [The stimulus]?cost $831 billion. The largest one-time expenditure ever by our federal government. ? You, the American people of this country, were cut out of the deal.

The nonpartisan Joint Committee on Taxation calculated that about $230 billion of the American Recovery and Reinvestment Act provided tax relief. Much of that money, about $116 billion, funded the Making Work Pay tax credit for workers. In 2009 and 2010, the credit gave up to $400 to individuals earning up to $75,000, and gave up to $800 to couples earning up to $150,000.

Janesville Plant Closing

Ryan cited the closing of a GM plant in his hometown of Janesville, Wis., as evidence of Obama?s failing to deliver on promises made in the 2008 presidential campaign. But as it happens, the plant closed before Obama even took office.

Ryan: My own state voted for President Obama. When he talked about change, many people liked the sound of it, especially in Janesville, where we were about to lose a major factory.

A lot of guys I went to high school with worked at that GM plant. Right there at that plant, candidate Obama said: ?I believe that if our government is there to support you, this plant will be here for another hundred years.? That?s what he said in 2008.

Well, as it turned out, that plant didn?t last another year. It is locked up and empty to this day. And that?s how it is in so many towns today, where the recovery that was promised is nowhere in sight.

Here?s what Obama told workers during a campaign stop at the struggling GM plant in Janesville back in 2008:

Obama, Feb. 13, 2008: And I believe that if our government is there to support you, and give you the assistance you need to re-tool and make this transition, that this plant will be here for another hundred years. The question is not whether a clean energy economy is in our future, it?s where it will thrive. I want it to thrive ?

It?s true that the plant didn?t last another year, as Ryan said. In fact, the Business Journal in Milwaukee wrote that the assembly plant shut down on Dec. 23, 2008, at the tail end of the Bush administration, a victim of the financial crisis and dwindling demand for the SUVs produced at the plant. That?s nearly one month before Obama was sworn into office.

About 100 workers were kept on in 2009 to finish a truck order and help shut down the plant, according to the Associated Press.

?Downgraded America?

Ryan faulted Obama for a credit downgrade for which Ryan?s own party shares equal responsibility. Ryan said that ?a presidency that began with such anticipation now comes to such a disappointing close,? adding:

Ryan, Aug. 29: [Obama's presidency] began with a perfect AAA credit rating for the United States; it ends with the downgraded America.

Ryan refers to the decision of Standard & Poor?s, the credit rating agency, to downgrade its score for U.S. Treasury obligations from AAA to AA+ on Aug. 5, 2011. That took place just four days after Congress voted to raise the federal debt ceiling, following lengthy negotiations in which House Republicans sought to force concessions from Obama and Senate Democrats as the price for raising the ceiling and averting the first default on Treasury debt payments in U.S. history.

In its report, Standard & Poor?s blamed both Republicans and Democrats for failing to come to agreement on spending cuts or revenue increases sufficient to reduce U.S. deficits significantly. It said:

S&P, Aug. 5, 2011: The political brinksmanship of recent months highlights what we see as America?s governance and policymaking becoming less stable, less effective, and less predictable than what we previously believed. The statutory debt ceiling and the threat of default have become political bargaining chips in the debate over fiscal policy. ?

Republicans and Democrats have only been able to agree to relatively modest savings on discretionary spending while delegating to the Select Committee [of Congress] decisions on more comprehensive measures. It appears that for now, new revenues have dropped down on the menu of policy options.

Ryan, of course, is among those Republicans opposed to any ?new revenues? from tax increases.

Puffing Up Romney?s Record

Running through Romney?s credentials, Ryan boasted about Romney?s fiscal and jobs record as governor of Massachusetts. But there?s a bit less there than Ryan lets on.

Ryan: He was the Republican governor of a state where almost nine in 10 legislators are Democrats, and yet he balanced the budget without raising taxes. Unemployment went down, household incomes went up, and Massachusetts, under Gov. Mitt Romney, saw its credit rating upgraded.

It?s true that Romney balanced the state budget every year ? as Massachusetts? Constitution requires ? and Romney never raised personal income taxes. But as we have noted whenever this claim has arisen ? which has been frequently ? Romney did hike? government fees by hundreds of millions of dollars, and he also closed loopholes on some corporate taxes.

Ryan also said that under Romney, ?unemployment went down.? That?s true. According to unemployment data from the Bureau of Labor Statistics, the unemployment rate in Massachusetts went from 5.6 percent when Romney took office in January 2003 to 4.6 percent when he left office in January 2007.

But when considered in light of an improving national economy, Romney?s record on unemployment is a bit less impressive. Massachusetts? unemployment rate was slightly lower than the national rate when Romney took office, and it was roughly the same as the national rate when he left.

Monogamy and the immune system: Differences in sexual behavior impact bacteria hosted and genes that control immunity

ScienceDaily (Aug. 30, 2012) ? In the foothills of the Santa Cruz Mountains two closely related species of mice share a habitat and a genetic lineage, but have very different social lives. The California mouse (Peromyscus californicus) is characterized by a lifetime of monogamy; the deer mouse (Peromyscus maniculatus) is sexually promiscuous.

Researchers at the University of California Berkeley recently showed how these differences in sexual behavior impact the bacteria hosted by each species as well as the diversity of the genes that control immunity. The results were published in the May 2012 edition of PLoS One.

Monogamy is a fairly rare trait in mammals, possessed by only five percent of species. Rarely do two related, but socially distinguishable, species live side-by-side. This makes these two species of mice interesting subjects for Matthew MacManes, a National Institutes of Health-sponsored post-doctoral fellow at UC Berkeley.

Through a series of analyses, MacManes and researchers from the Lacey Lab examined the differences between these two species on the microscopic and molecular levels. They discovered that the lifestyles of the two mice had a direct impact on the bacterial communities that reside within the female reproductive tract. Furthermore, these differences correlate with enhanced diversifying selection on genes related to immunity against bacterial diseases.

Bacteria live on every part of our bodies and have distinctive ecologies. The first step of MacManes project involved testing the bacterial communities that resided in the vaginas of both species of mice -- the most relevant area for a study about monogamous and promiscuous mating systems.

Next, MacManes performed a genetic analysis on the variety of DNA present, revealing hundreds of different types of bacteria present in each species. He found that the promiscuous deer mouse had twice the bacterial diversity as the monogamous California mouse. Since many bacteria cause sexually transmitted infections (like chlamydia or gonorrhea), he used the diversity of bacteria as a proxy for risk of disease. Results of the study were published in Naturwissenschaften in October 2011.

But this wasn't the end of the exploration.

"The obvious next question was, does the bacterial diversity in the promiscuous mice translate into something about the immune system, or how the immune system functions?" MacManes asked.

MacManes hypothesized that selective pressures caused by generation after generation of bacterial warfare had fortified the genomes of the promiscuous deer mouse against the array of bacteria it hosts.

To find out, he sequenced genes related to immune function of the two mice species and compared each species' versions of one important immunity gene, MHC-DQa. Some forms of genes (alleles) are better at recognizing different pathogens than others. If an individual has only a single common allele, it may only recognize a limited set of bacterial pathogens. In contrast, if an individual has two different alleles it may recognize a more diverse set of bacterial pathogens, and thus be more protected against infection.

Based on a comparison of the two species' genotypes he confirmed that the promiscuous mice had much more diversity in the genes related to their immune system.

"The promiscuous mice, by virtue of their sexual system, are in contact with more individuals and are exposed to a lot more bacteria," MacManes said. "They need a more robust immune system to fend off all of the bugs that they're exposed to."

The results, published in PLoS One, match findings in humans and other species with differential mating habits. They show that differences in social behavior can lead to changes in the selection pressures and gene-level evolutionary changes in a species.

Motivated by this result, MacManes began work on a project that looked to understand the genetics of a far more complex behavior -- whether to stay at home with relatives, or to disperse to a new burrow.

Scientists have been sequencing and exploring the genome for more than a decade. For much of this time, studies have been limited to the most common and well-known species: humans, lab-mice, and fruit flies. But in recent years, as the cost of sequencing has dropped and the methods of exploring genomic information have improved, researchers have begun to analyze other less traditional organisms.

MacManes project was one of the first studies to use next-generation gene sequencing and high performance computers to assess the influence of behavior on genes in a non-model species.

"This is a field that people have always been interested in, but the tools hadn't existed yet for people to really understand how complex the mechanisms were," MacManes said.

Next-generation sequencing determines the order of the nucleotide bases in a molecule of DNA by breaking the double helix into short fragments and rapidly analyzing thousands of chunks at a time. Once hundreds of millions of genetic snippets have been read out by a DNA sequencer, they must be assembled into a single genome, or mapped to a reference genome, and compared to other genetic sequences to be useful.

"The sequencing is something that you can do in any molecular biology lab -- that's easy," MacManes said. "But when you try to do an analysis of the data, you get back something like several billion base pairs of data. How to actually analyze the data is the real issue."

As a National Science Foundation (NSF) graduate research fellow, MacManes learned that researchers could access NSF supercomputers through the Extreme Science and Engineering Discovery Environment (XSEDE) to analyze datasets too big for their university laboratory clusters. Once he had his sequences, MacManes turned to the Texas Advanced Computing Center (TACC) at The University of Texas at Austin, a lead partner in XSEDE and home to the Ranger supercomputer.

"When we first started using Ranger, it was a breakthrough moment for us," he said. "We had the data set, but we didn't have any way to do anything with it. Ranger was really our first real chance at analyzing this data. "

The alignment and analysis that MacManes accomplished on Ranger in a few weeks would have taken years with his local resources. It organized the data so MacManes could find insights about the relationship between genes and behavior.

"The ability to isolate and compare genetic differences related to social behavior using advanced computing is a fascinating application of emerging technologies," said Jennifer Verodolin, a researcher specializing in social rodents at the National Evolutionary Synthesis Center in Durham, North Carolina. "We often see individual and population-level social and mating differences within the same species. While ecological factors are linked to this variation, these sophisticated new tools will now allow us to see the genetic signature of how natural selection has shaped behavior."

Mating systems, and social systems more broadly, are important to basic evolutionary biology, MacManes asserted. "The things an animal does, the way it behaves, and who it interacts with, are important to natural selection. These factors can cause immunogenes to evolve at a much faster rate, or slower in the case of monogamous mice. That connection is important and probably under-recognized."

Monogamy and promiscuity are only one of a variety of social behaviors that are thought to influence gene expression. MacManes' current research involves analyzing gene expression in the hippocampus brain region of tuco tucos (a sort of South American gopher) who live together in social groups and others who live independently. He is hoping to find what differentiates the social animals from the loners and what impact this change in their behavior has on their genetic profile.

"Now that we have these new sequencing technologies, people are going to be really interested in looking at the mechanisms that underlie these behaviors," MacManes said. "How might genes control what we do, and how we behave? We're going to see an explosion in these studies where people start to understand the very basic genetic mechanism for all sorts of behaviors that we know are out there."

Too early to tell if hurricane will affect crops, costs - NRA News Blog

It's been a wild ride for food producers as drought affected corn and soybean crops this summer and then a tropical storm-turned-hurricane hit the Gulf Coast this week.

The latest weather event could potentially cause damage to sugar and rice crops in Louisiana and Mississippi, but it is still too early to tell.

Isaac, a Category 1 hurricane, hit the Panhandle Aug. 28, the seventh anniversary of Hurricane Katrina. More than 18 inches of precipitation has fallen on some areas, combined with winds of at least 75 miles per hour, causing flooding, evacuations and business closings.

Commodities consultant John Barone, founder and CEO of MarketVision Inc. in Fairfield, N.J., said it is too soon to tell if there is crop damage in the region or how extensive it could be.

"It depends on where the storm goes," he said. "The first crops affected in Louisiana and Mississippi areas could be sugar and rice. The real effect now is from the shutdown of Gulf Coast oil refineries that occurred ahead of the storm. Those closings have resulted in yet another uptick in gas prices."

A U.S. Department of Agriculture report said more than one quarter of the sugar-cane crop in Louisiana had been planted by Aug. 19.

Barone said that if the hurricane does damage the rice and sugar crops, it could eventually mean even higher food costs for restaurateurs and other foodservice operators.

Rising food costs have plagued restaurant and foodservice operators for some time now. Before Isaac, the drought this summer damaged more than half of the U.S. corn supply. That caused an increase in feed prices, which has led to a slowdown in the production of poultry, pork, beef and dairy products.

But the USDA, in an Aug. 27 blog post, stated that the rainfall could bring some good news.

According to the blog, any moisture that Isaac produces in drought-affected areas of the mid-South and lower Midwest could "help revive pastures and boost soil moisture reserves in preparation for winter ... planting."

Barone agreed with the assessment, saying the rainfall is "likely to add needed subsoil moisture for winter wheat."

NASA's Kepler discovers multiple planets orbiting a pair of stars

ScienceDaily (Aug. 28, 2012) ? Coming less than a year after the announcement of the first circumbinary planet, Kepler-16b, NASA's Kepler mission has discovered multiple transiting planets orbiting two suns for the first time. This system, known as a circumbinary planetary system, is 4,900 light-years from Earth in the constellation Cygnus.

This discovery proves that more than one planet can form and persist in the stressful realm of a binary star and demonstrates the diversity of planetary systems in our galaxy.

Astronomers detected two planets in the Kepler-47 system, a pair of orbiting stars that eclipse each other every 7.5 days from our vantage point on Earth. One star is similar to the sun in size, but only 84 percent as bright. The second star is diminutive, measuring only one-third the size of the sun and less than 1 percent as bright.

"In contrast to a single planet orbiting a single star, the planet in a circumbinary system must transit a 'moving target.' As a consequence, time intervals between the transits and their durations can vary substantially, sometimes short, other times long," said Jerome Orosz, associate professor of astronomy at San Diego State University and lead author of the paper. "The intervals were the telltale sign these planets are in circumbinary orbits."

The inner planet, Kepler-47b, orbits the pair of stars in less than 50 days. While it cannot be directly viewed, it is thought to be a sweltering world, where the destruction of methane in its super-heated atmosphere might lead to a thick haze that could blanket the planet. At three times the radius of Earth, Kepler-47b is the smallest known transiting circumbinary planet.

The outer planet, Kepler-47c, orbits its host pair every 303 days, placing it in the so-called "habitable zone," the region in a planetary system where liquid water might exist on the surface of a planet. While not a world hospitable for life, Kepler-47c is thought to be a gaseous giant slightly larger than Neptune, where an atmosphere of thick bright water-vapor clouds might exist.

"Unlike our sun, many stars are part of multiple-star systems where two or more stars orbit one another. The question always has been -- do they have planets and planetary systems? This Kepler discovery proves that they do," said William Borucki, Kepler mission principal investigator at NASA's Ames Research Center in Moffett Field, Calif. "In our search for habitable planets, we have found more opportunities for life to exist."

To search for transiting planets, the research team used data from the Kepler space telescope, which measures dips in the brightness of more than 150,000 stars. Additional ground-based spectroscopic observations using telescopes at the McDonald Observatory at the University of Texas at Austin helped characterize the stellar properties. The findings are published in the journal Science.

"The presence of a full-fledged circumbinary planetary system orbiting Kepler-47 is an amazing discovery," said Greg Laughlin, professor of Astrophysics and Planetary Science at the University of California in Santa Cruz. "These planets are very difficult to form using the currently accepted paradigm, and I believe that theorists, myself included, will be going back to the drawing board to try to improve our understanding of how planets are assembled in dusty circumbinary disks."

Ames manages Kepler's ground system development, mission operations and science data analysis. NASA's Jet Propulsion Laboratory in Pasadena, Calif., managed the Kepler mission development.

US debt as convention gate-crasher: Can either party solve problem on its own?

Republicans and Democrats say they have the answer to the US debt problem, but economists increasingly say the peril to the economy is so severe that bipartisan compromise is the best solution.

With America's two major political parties holding their national conventions this week and next, the challenge of a debt-laden economy is an uninvited guest at the festivities ? an issue that will continue to weigh on voters after the carefully orchestrated speeches and balloon drops are over.

Each side knows the struggling economy is voters' top concern. And each says it has answers.

But for the US and other advanced nations, the problem is a particularly thorny one: How to restore growth while also tackling high and rising levels of government debt. Some economists and business leaders say the debt overhang is already acting as a brake on economic growth, and that a fix may be beyond the reach of either party on its own.

The head of the New York Stock Exchange this week cast chronic federal deficits, coupled with unease about the scheduled expiration of Bush-era tax cuts at year?s end, as "substantive enough to have people at an all-time low in terms of investor confidence."

"People in Washington, both Democrat and Republican, need to comprehend the seriousness of this issue," NYSE chief executive Duncan Niederauer said in an interview with The Wall Street Journal. Mr. Niederauer has joined with other CEOs and former elected officials in a new "Campaign to Fix the Debt," aimed at pressuring both parties to address the issue.

Niederauer's words, and the "fix the debt" campaign, coincide with research by economists suggesting that proper handling of the debt issue may be pivotal to reviving jobs and growth.

The risks are two-fold. First, if politicians take no action to address long-term deficits, rising debt levels could keep the economy in a long-term funk with meager job creation and government spending that grows faster than GDP. The second issue is shorter term: If politicians take no action to cushion against the "fiscal cliff" of scheduled tax hikes, the resulting decline in consumer demand would likely push the nation into recession next year.

Some worrying signs: The pace of growth in gross domestic product (GDP) cooled to an annual rate of just 1.5 percent in the year's second quarter, and on Tuesday the most widely watched gauge of consumer confidence posted a sizable drop for August. Despite an economy that's nominally expanding, the consumer mood is significantly more sour than it was in the 2001 recession and its aftermath.

Without a strategy to fix federal deficits and control the nation's debt, a period of sub-par economic performance could last for years, according to recent analysis by Hoisington Investment Management Co. in Austin, Texas.

"Debilitating effects ... arise from taking on debt that either does not increase the future income stream, or even reduces the flow of income," write authors Van Hoisington and Lacy Hunt.

They cite three academic studies in the past two years, all spanning multiple nations, that have found high debt is harmful to economic growth.

The Bank for International Settlements, based in Switzerland, reached similar conclusions last year.

"Countries with high debt [at or near 85 percent of one year's GDP] must act quickly and decisively to address their fiscal problems," concluded the report by the bank's economic adviser, Stephen Cecchetti, and co-authors.

The economists concluded that other types of debt ? corporate and household ? become a drag on growth when they reach similar levels.

Where does the US stand?

A report earlier this year by the McKinsey Global Institute put government debt at 80 percent of GDP (and rising), household debt at 87 percent of GDP (and falling), and corporate debt a little over 70 percent of GDP (and falling).

Both President Obama and his Republican challenger for the White House, Mitt Romney, have talked about the importance of taming deficits and the debt. Where Mr. Obama emphasizes a call for the rich to pay more in taxes, coupled with spending cuts, Mr. Romney argues generally that taxes shouldn't go up for anyone. Thus, his approach would rely on deeper cuts in federal spending.

Many economists say that in theory, either approach could help improve America's fiscal position. In practice, however, Washington has had a poor track record on fiscal discipline in recent years. Some forecasters worry that Democrats would leave government spending?too large, hindering growth, while Republicans might do the same or deepen deficits through tax breaks that outstrip spending cuts.

A more realistic approach, many budget experts argue, would be a bipartisan compromise that involves both big spending cuts and more tax revenue ? set in the context of reform that simplifies the US tax code to make it less burdensome on the economy.

That's the approach that many members of Obama's bipartisan fiscal commission ? including chairmen Erskine Bowles (D) and Alan Simpson (R) ? pushed for.

Professional economists appear to favor a similar approach, according to a March survey by the National Association for Business Economics. Some 39 percent said the ideal way to reduce the deficit is with a roughly equal mix of tax hikes and spending cuts, while another 39 percent favored "mostly with spending cuts," which implies at least some new tax revenue.

A few respondents (11 percent) said "only with spending cuts," and a few (10 percent) said "mostly with tax increases."
